In a bowl, whisk together soy, vinegar, oil, honey, garlic, ginger, white pepper and 2 of the scallions.
Add steak tips to re-sealable bag, pour marinade over tips. Seal the bag and move around to make sure all the beef is covered. Refrigerate and let marinate a minimum of 4 hours. 6-8 hours would be optimal.
Preheat grill to medium high heat.
Add marinated tips, discarding remaining marinade. Cook about 4-5 minutes per side, or until desired doneness.
Garnish with remaining scallions.
