Heat 1 T oil in large non stick skillet over medium/high heat. Add beans and sliced onions and cook 3-4 min, stirring a few times. Add garlic and cook 1-2 min more.
Remove from pan and set aside.
Return pan to medium/high heat. Add ground beef. Brown beef in pan. If needed, drain excess grease and then return beef to pan.
In a small bowl, whisk together chili paste, vegetable broth, soy, sauce, rice vinegar and cornstarch.
Pour soy/broth mixture into beef and return bean/onion mixture to pan as well. Stir well to combine everything. Cook, stirring occasionally until sauce thickens.
Serve over rice or noodles.
