Preheat oven to 350.
Combine flour, salt, baking soda and cocoa powder in a bowl. Set aside.
In a large bowl, cream together the butter and sugars. Add eggs and vanilla and continue to mix for 1 minute.
Stir the flour mixture into the wet mixture until well combined. Stir in the morsels.
In another bowl beat together cream cheese, sugar, eggs and vanilla.
Spread half the cookie dough mixture into a parchment lined 9x13 baking pan. Pour in cream cheese mixture.
Using your hands break up the remaining dough and crumble over the cream cheese mixture.
Bake 350 for 35-40 minutes, until firm to the touch.
Allow to cool completely before cutting.
Store in refrigerator.
