Preheat oven to 350.
Spray muffin pan with non stick spray (NOT NECESSARY IF USING OVENART SILICONE MUFFIN PAN)
Add flour, baking powder, salt, nutmeg and cinnamon to a bowl and stir together.
In a large bowl, stir together oil, sugar, egg and milk. Stir in flour mixture.
Add just enough batter to each muffin well to cover the bottom (about ¼ of the way full). Add 4-5 chocolate chips to the center of each (more if you want extra chocolaty) and then top with more batter (enough to just about fill the well)
Cook 15-18 minutes. Turn out on a rack to cool.
While muffins are cooling, melt butter and mix cinnamon and sugar in a small bowl.
Dip muffin tops in butter and then in the cinnamon/sugar mixture. Place back on rack to continue cooling.
