Combine marinade ingredients. Place chicken in a resealable storage bag and pour marinade over chicken. Seal bag and maneuver so that all the chicken pieces are covered with the marinade. Place in refrigerator and allow to marinate 2-3 hours.
While chicken is marinating combine sauce ingredients, whisk together well and refrigerate.
Preheat grill to medium heat.
Place chicken on grill, discard marinade. Cook, each side of chicken about 4-6 minutes, until no longer pink in the middle.
While chicken is cooking, prepare your rice according to package instructions.
Serve chicken over or along side rice. Garnish with remaining green onion and serve with dipping sauce.
