Preheat oven to 425.
Prepare ground beef according to taco seasoning instructions, as for tacos, except half all of the ingredients. Set aside.
Prepare crust by brushing oil over surface. Spread refried beans over crust, leaving a border of about an inch. Next, add the prepared ground beef, followed by the salsa, jalapenos and cheese.
Bake on a baking sheet for 10-15 minutes. Cooking time will vary depending on the type/brand of crust you have. Be sure to note the cooking times on package.
When cheese is melted and crust is browned, remove from oven, top with fresh cilantro and serve with desired taco garnishes.
