Stir together vinegar, green onions, honey, soy sauce, ginger paste and chili garlic sauce. Pour over precooked chicken. Set aside.
Cook noodles according to package. Drain and return to pan on low heat.
Add chicken mixture to noodles, stir in sliced peppers and cilantro. Cook just 1-2 minutes, allowing the flavors to meld together. Serve in bowls and top each with the peanuts.
